Documents Required for Jobs in Kenya: KRA, HELB, CRB and Good Conduct

Getting shortlisted is only half the battle. Many offers, especially in government, banks and NGOs, depend on the documents required for jobs in Kenya: a KRA PIN and tax compliance certificate, HELB clearance, a CRB clearance certificate and a certificate of good conduct from the DCI. Because some of these take days or weeks, apply for them before you need them.
Why employers ask for clearance documents
For public offices, Chapter Six of the Constitution and the Leadership and Integrity Act require that officers meet integrity standards. Public Service Commission and county board adverts therefore routinely ask shortlisted candidates for clearances from KRA, HELB, a credit reference bureau, the DCI and the Ethics and Anti-Corruption Commission (EACC). Private employers, especially in finance and security-sensitive roles, increasingly ask for some of them too.
1. KRA PIN certificate
Every employee needs a KRA PIN, because your employer uses it to file PAYE for you. You register on iTax with your national ID and receive a PIN certificate by email. Registration is free. If you have lost your iTax password or need to change your email, Business Radar has a guide to KRA iTax password reset and PIN security.
2. KRA Tax Compliance Certificate (TCC)
A TCC shows you have filed your returns and have no outstanding tax. You apply on iTax under Certificates, and it is usually valid for 12 months. To qualify you must have filed your annual returns (including nil returns where you had no income) and paid any tax due. If you filed a return with mistakes, read about filing an amended KRA return. For help, see the KRA contact centre details.
3. HELB clearance or compliance certificate
If you took a Higher Education Loans Board loan, employers want to see that you are repaying or have cleared it. HELB issues a compliance certificate if your repayments are up to date and a clearance certificate when the loan is fully repaid. You apply through the HELB portal. If you never took a HELB loan, HELB can confirm that too. Business Radar explains how to get HELB clearance and compliance certificates and how HELB repayment affects your CRB status.
4. CRB clearance certificate
A credit reference bureau (CRB) report shows your loan history, including mobile loans. Kenya has licensed bureaus such as TransUnion, Metropol and Creditinfo, and you can request a clearance certificate from any of them, usually online. If you have a negative listing, clear or settle the debt first and ask the lender to update the bureau, which can take time. Fees are set by each bureau, so check their website.
5. Certificate of Good Conduct (DCI police clearance)
The Directorate of Criminal Investigations issues the certificate of good conduct. You apply and pay on eCitizen, then have your fingerprints taken at DCI headquarters or an approved centre, and download the certificate when it is ready. Processing times vary, so start early. Many employers accept a certificate issued within the last six to twelve months; check the advert.
6. EACC self-declaration form
For public jobs, the Ethics and Anti-Corruption Commission clearance is usually obtained by filling in the EACC self-declaration form and submitting it as instructed in the advert. Read the instructions carefully, as they change between recruitments.
Other documents employers often ask for
- National ID or passport.
- Academic and professional certificates, with copies. Bring originals to interviews.
- Professional registration and a current practising licence where required (nurses, clinicians, engineers, accountants, advocates).
- NSSF and SHA (SHIF) numbers for payroll. See Business Radar’s guide to NSSF registration and statements.
- A bank account in your name for salary.
- Testimonials or recommendation letters if the advert requests them.
Suggested timeline
| Document | Where to apply | Start |

| Tax Compliance Certificate | iTax | As soon as returns are filed |
| HELB certificate | HELB portal | 2 to 4 weeks before you need it |
| CRB clearance | Any licensed bureau | 1 to 2 weeks before |
| Certificate of Good Conduct | eCitizen + DCI fingerprinting | As early as possible |
Times are a guide only; check each agency.
Tips to avoid delays
- File your KRA returns every year by 30 June, even if you had no income.
- Keep a folder (paper and digital) with scanned copies of every certificate.
- Use your own eCitizen and iTax accounts, never a cyber café agent’s login.
- Check expiry dates: TCCs and good conduct certificates do not last forever.

If you are applying from outside Kenya
Kenyans abroad can still obtain most clearances online. iTax, the HELB portal and the CRB websites work from anywhere, but the DCI certificate of good conduct requires fingerprints. Kenyan embassies and high commissions can usually take fingerprints and send them to the DCI, so check with your nearest mission early. Keep scanned copies of every certificate so you can upload them as soon as you are shortlisted.
Key takeaways
- Get your KRA PIN early and file a return every year, even a nil return.
- Apply for clearances before you are shortlisted, because some take weeks.
- Use only official portals: iTax, HELB, licensed CRBs and eCitizen.
- Keep originals and scanned copies in one place, and track expiry dates.
