Law remains one of the most sought-after careers in Kenya, but salaries vary widely depending on whether you work for a county government, a state agency, a company or a law firm. This guide brings together the published figures on legal officer salary in Kenya, explains how advocates in private practice are paid, and sets out the route from law school to your first legal job.

Legal officer salary in county governments

County public service boards must state the salary scale in every advert, which makes them the most reliable public source of pay data. Here is what 2026 adverts show:

Position Employer Grade Basic salary per month
Legal Officer County Government of Kitui (January 2026) CPSB 09 (K) KSh 39,700 to 52,690
Legal Officer I County Government of Nakuru (2026) CPSB 07 (M) KSh 52,330 to 68,940
County Attorney County Government of Nakuru (2026) Job Group T KSh 253,516

Sources: the Kitui County January 2026 advert, the Nakuru County Public Service Board advert and the Nakuru County Attorney vacancy.

These figures are basic salary only. Public-sector legal officers also receive allowances such as house and commuter allowances, which Nakuru’s adverts say are paid as per SRC circulars, so total pay is higher than the basic figure. Kitui’s advert also shows the annual increments within the scale, starting at KSh 39,700 and rising in steps to KSh 52,690.

The requirements in these adverts are a useful guide to what public employers expect. Nakuru’s Legal Officer I post asks for a Bachelor of Laws (LLB), at least three years’ post-admission experience, admission as an Advocate of the High Court, membership of the Law Society of Kenya in good standing and a valid practising certificate.

How advocates in private practice are paid

In a law firm, pay depends on the firm’s size, its practice areas and your seniority. Kenyan firms do not publish salary scales, so treat any single figure you see online with caution. The structure is fairly standard:

  • Pupils work under a supervising advocate during the pupillage stage of training, often for a modest stipend.
  • Associates are salaried advocates. Pay rises with years of post-admission experience and with the commercial value of the practice area.
  • Partners share in the firm’s profits rather than earning a fixed salary.
  • Sole practitioners earn fees directly from clients. Minimum fees for many kinds of legal work are set by the Advocates (Remuneration) Order, so advocates cannot undercut each other below those scales.

In-house lawyers at banks, insurers, telecoms and manufacturers are usually salaried employees with corporate benefits. Roles such as company secretary, compliance manager and legal counsel tend to pay well in regulated industries.

The route to becoming an advocate in Kenya

  1. Earn an LLB from a university recognised by the Council of Legal Education.
  2. Complete the Advocates Training Programme at the Kenya School of Law, including the bar examinations set by the Council of Legal Education.
  3. Serve pupillage under an advocate of at least five years’ standing, as the Advocates Act requires.
  4. Be admitted to the roll of advocates by the Chief Justice.
  5. Take out a practising certificate from the Law Society of Kenya, renewed every year, before you can practise.

Not every legal job needs admission. Legal assistants, paralegals, court clerks and compliance officers may need a law degree or a paralegal diploma rather than a practising certificate, and these roles are often a way into the profession while you complete the bar.

Where legal jobs are advertised

  • County public service boards for legal officers and county attorneys.
  • State agencies and the Judiciary for legal officers, researchers and court administrators; see our government jobs page.
  • Companies and NGOs for in-house counsel, compliance and contracts roles.
  • Law firms, which recruit associates and pupils, often through referrals and their own websites.
  • JobInKenya’s legal jobs category, which collects current vacancies in one place, and free job alerts for “legal”.

Practice areas worth knowing

Employment law, conveyancing, commercial contracts, tax, banking and finance, and succession are all in steady demand. Succession work in particular comes up for many families; Business Radar’s guide on how to file succession in Kenya shows the process clients go through. Employment law is also close to the jobs market: our guides on filing a case at the ELRC and unfair termination cover the issues workers bring to lawyers most often.

Negotiating your pay

Before accepting an offer, ask whether the figure is basic pay or gross pay, what allowances apply and whether the employer pays your practising certificate fees. Then check the take-home figure with the net salary calculator, and read our salary negotiation tips.
