Project Overall Objective
To contribute towards food security and nutrition of smallholder farmers and pupils in public primary schools for improved livelihoods in Murang’a County by 2028.
Purpose of the Baseline Survey
PELUM Kenya seeks to engage a qualified consultant or consultancy firm to undertake a comprehensive baseline survey for the PASF project.
The survey will assess the current status of the project area, develop baseline data, and establish a robust Monitoring and Evaluation (M&E) framework to track project performance and impact over its three-year duration.
Specific Objectives
- Provide insights on the status of project goals, objectives, and outputs.
- Establish baseline values for all indicators to serve as reference points for future evaluations.
- Generate quantitative and qualitative data for project monitoring.
- Support the development of an updated M&E framework for the project.
- Provide recommendations for project implementation based on findings.
Scope of the Baseline Survey
- The survey will cover 30 public primary schools and surrounding farming communities in Murang’a County. It will assess school-level and community-level indicators under the following outcome areas:
- Enhanced nutrition and food security among pupils and communities.
- Increased land under regenerative agricultural management.
- Improved livelihoods for smallholder farmers, particularly women and youth.
- Strengthened collaboration among actors in the agroecology and school feeding ecosystem.
- Assignment Duration 21 days (from 9th to 30th November 2025), starting after contract signing.
Expected Deliverables
- Inception Report (within 1 week of contract signing).
- Draft Baseline Survey Report (2 weeks after data collection).
- Final Baseline Survey Report incorporating feedback from PELUM Kenya.
- Updated M&E Framework based on collected data.
- Presentation of findings during a validation meeting.
- All raw and cleaned data in editable electronic formats.
Consultant Profile
- The consultant/consulting firm must meet the following qualifications:
- Master’s degree in Community/Development Studies, Rural Development, Monitoring & Evaluation, or related fields.
- Minimum of 5 years of experience in project development, M&E, and impact assessments.
- Proven experience conducting baseline surveys using participatory methodologies.
- Experience working with NGOs and rural communities.
- Excellent communication, analytical, and report-writing skills.
- Fluency in English and Kiswahili; knowledge of Central Kenya context is an added advantage.
- Demonstrated ability to deliver within timelines and budget.
