ROLE SUMMARY
The Job holder will provide strategic leadership in the overall management of the supply chain function, offering technical advice on procurement issues and ensuring compliance with the Organization’s policies on procurement, rules, and regulations as guided by the Public Procurement and Asset Disposal Act (PPADA), 2015 and Public and Assets Disposal Regulations (PPADR), 2020.
Duties And Responsibilities
- Overseeing the procurement processes and procedures to ensure they are in line with the Public Procurement and Asset Disposal Act 2015 and the attendant regulations;
- Reviewing the usage and expenditure on large expenditure items with a view of identifying areas of cost reduction and/or service improvement;
- Coordinating and supervising the tendering and quotation process including participating in the evaluation of bids for goods and services;
- Coordinating and managing inventory levels of materials ensuring optimum stockholding and minimum obsolescence;
- Managing and processing payments to all suppliers under contract to ensure compliance and ability to partner with the Organization;
- Reviewing evaluation reports, inspection and acceptance reports and disposal reports;
- Preparing opinions on evaluation, inspection and acceptance and disposal reports and submitting to the Managing Trustee for final decision;
- Preparing consolidated annual procurement plan for the entire organization;
- Reviewing procurement reports and ensure submission to the relevant authorities;
- Preparing responses to tender appeals and submitting to Public Procurement Administrative Review Board; and
- Making proposals to the CEO for appointment of evaluation, inspection & acceptance, and disposal committee.
Requirements For Appointment
- Served for a cumulative service period of fifteen (15) years, three (3) of which must be at the position of Assistant Manager Supply Chain Management Officer or a comparable position;
- Bachelor’s Degree in Supply Chain Management, Logistics, Procurement or equivalent qualification from a recognized institution;
- Master’s Degree in Supply Chain Management, Logistics, Procurement or equivalent qualification from a recognized institution;
- Leadership course lasting not less than four (4) weeks from a recognized institution;
- Membership to a relevant professional body and in good standing;
- Practicing certificate from KISM;
- Proficiency in computer application;
- Fulfilled the requirements of Chapter 6 of the Constitution; and
- Shown merit and ability as reflected in work performance and results.
