Job Title: Secretariat Role for the Development Partner Group for Heads of Cooperation

Background
The Development Partners Group (DPG) is the main forum for development partners to develop a collaborative plan supporting the GoK development agenda. This forum enables Development Partners (DP) to share information, coordinate activities, and analyse common priorities to enhance the dialogue with the national Government of Kenya, the Council of Governors and county officials, and other stakeholders, such as NGO’s, foundations, civil society organisations, and the business community. The DPG HoCs-Group consists of the country Heads of Development Cooperation and provides input to the DPG Heads of Missions (HoMs) group, which discusses political aspects related to the development agenda. DPG in the following refers to the Development Partners Heads of Development Cooperation (HoCs) Group.
Position Overview
We are seeking a national consultant to join the DPG Secretariat team in Nairobi. The consultant will work alongside an experienced mentor for 4 months to provide secretariat services to the DPG HoCs group.
Key Responsibilities Secretarial function: With direction from the Co-Chairs of the DGP, the consultant (based in Nairobi) is responsible for secretariat services, which include (but are not restricted to) the following:
- Support the organisation of the monthly DPG meetings (agenda and venue setting, prepare minutes, invite guest speakers, etc.) and joint meetings between DPG and DPG HOMs.
- Facilitate information sharing among the DPG and provide feedback and information to the Heads of Mission related to DPG meetings.
- Mapping of the Joint Sector Working Groups (JSWGs) and Sector Working Groups (SWGs)
- In consultation with the Government of Kenya and co-chairs of the Development Effectiveness Group (DEG), coordinate JSWGs’ structure and help support the development of a strategy for the operationalisation of the JSWGs.
- Support and coordinate the DPG Retreat, including with DPG HOMs and field missions, and ad-hoc thematic DPG meetings.
- Store, centralize, and maintain minutes from Sector Working Groups and Joint Sector Working Groups
- Prepare speaking points and background notes for all relevant development policy issues as requested by the DPG to ensure a coherent approach of the DPG for dialogue with the Government of Kenya
- In consultation with DPG, conduct analysis and research on issues of interest for the effectiveness of Canadian development cooperation.
- Strengthen links and information exchange as required between Canada, the DPG, and DPG-HoM groups (and other stakeholders as necessary).
- Support contextualising and implementation of commitments of the Busan Partnership and Mexico and Nairobi High Level Meetings of the Global Partnership for Effective Development Cooperation in Kenya, as requested by the DPG.
- Support information sharing, communication, and building coherent and accessible institutional memory for the DPG and DEG (between groups and to the larger public).
- Any other ad hoc support.
Deliverables
- Timely meeting notes for monthly DPG meetings.
- Coordination of input from DPG members on documents/outputs.
- Effective coordination of monthly DPG-HoC meetings.
Required Experience/Qualifications
- Significant experience in donor coordination within the Kenyan context.
- Strong organizational skills and ability to manage meetings.
- Excellent written communication skills for producing clear and concise minutes, agendas, and logistical arrangements.
- Experience with consultation procedures and stakeholder engagement.
Language Requirements: Excellent English language skills.
Working arrangements:

The Consultant will attend meetings virtually and in-person.

The Consultant will report to the Project Manager, Field Support Services Project (FSSP), and work closely with the development team at the Canadian High Commission in Kenya.
Ownership of Intellectual Property

Documentation produced by the consultant in the performance of the work under the contract shall remain the property of the Government of Canada.
