  1. JOB SUMMARY

The Chief Financial Officer (CFO) will serve as a key member of the BOMA’s Executive Committee (EXCOM) and contribute to strategic planning and building organizational capability of operational excellence. As part of this role, the CFO will be primarily responsible for leading financial aspects of BOMA including Finance, Procurement, Administration, Grant Financial Reporting and Compliance. The CFO will lead BOMA’s financial operations across multiple countries, providing strategic and inspirational leadership to BOMA’s employees to deliver measurable results in reaching 3 million people in the ASALs of Africa by 2027. The CFO will manage senior staff and is expected to develop and manage departmental budgets.

This role will work closely with the CEO and the Board in setting and driving organizational vision, operations strategy, and hiring levels. In addition, the role is to oversee BOMA’s financial and administrative operations, and ensure team members can thrive and that organizational goals are met.

2. DUTIES AND RESPONSIBILITIES

Global Financial and Administrative Support

  • With consultation of the BOMA EXCOM develop, execute, and drive overall strategy and impact for BOMA’s portfolio of country and product level work in line with established BOMA vision.
  • Lead and manage country finance and administrative support teams to ensure coordination of strategies and activities and decide on resource allocation in support of overall portfolio strategy.
  • Guide and supervise continued development and implementation of country strategies by country operations support teams, monitor progress against impact, ensuring high level of quality and operational excellence.
  • Build and maintain operational systems that ensure proper administrative support for programs.
  • Provide leadership in effectively using systems for controls and efficiency in financial and administrative functions.

Financial Planning and Management

  • Support efforts in broadening BOMA’s funding base, specifically by supporting the development of funding proposals.
  • Support the EXCOM and respective Budget holders to effectively manage each Business Unit’s finances to achieve value for money and compliance with BOMA and Donor Policies
  • Support the EXCOM and Budget Holders in the preparation of annual budgets, ensuring comprehensive and accurate identification of all project costs and the accompanying revenues (Restricted and Unrestricted) with corresponding timelines.
  • Analyze and report financial information pertaining to grants and sub-grants in order to provide budget holders with timely advice concerning effective financial management, non- compliance; support any budget revisions as required.
  • Develop and submit financial reports according to the reporting schedule, including other required internal reports within agreed deadlines (Pipeline report, monthly management accounts and donor reports)
  • Manage the treasury operations of BOMA, ensuring that there is sufficient operational cash for both day-to-day activities as well as cash for strategic activities.
  • Present the annual organizational budget to the BOMA Boards of both the US and Kenya entities for approval.
  • Present regular reports of actual expenses versus budget and balance sheet reports to the Finance Committees and Boards of both the BOMA US and Kenya entities.

Finance, Procurement and Administration

  • The COO will play a leadership role in the continued growth of the organization by designing and implementing financial & accounting policies for sustainability.
  • Advise on operations strategies, policies and plans affecting operations and program deliverables.
  • Oversee procurement processes and logistics ensuring compliance with BOMA procurement policies and procedures as well donor rules and regulations.
  • Manage all office leases and long term vendor commitments.
  • Manage investments and expenses aggressively to ensure that the organization achieves organizational and donor targets for growth and impact.
  • Develop an annual overall budget process and manage the budget according to projected revenue and monthly expenses while forecasting return on investment (ROI) for current and future programs.
  • Oversee accounting control systems and policies ensuring the accurate and timely production of accounting information and financial reports.
  • Oversight on maintenance of proper custody of BOMA assets and general inventory.

Grants Financial Management

  • Manage all financial and contractual processes associated with the financial management of grants, from start up to close-out according to BOMA’s Financial Procedures Manual and Donor requirements
  • Coordinate the process of contracting with donors and partners; ensure that all required financial & contractual documentation is compiled, organized, disseminated and stored according to BOMA’s procedures.
  • Monitor the monthly program budgets and reports and conduct relevant analysis to facilitate timely and accurate reporting to donors and partners.
  • Ensure timely production and delivery of required grant financial reports to donors and other stakeholders.

Audit and Compliance

  • Undertake a review of BOMA’s financial and administrative operating environment and its strategic plan to identify significant risks or exposures and advise EXCOM and Board accordingly.
  • Collaborate with BOMA’s COO to maintain BOMA’s Risk Management Framework/Register ensuring that financial and administrative risks are identified and managed across Business Units and Programs.
  • Prepare for and cooperate with all internal and external audits and ensure effective implementation of all audit recommendations
  • Develop (where necessary) and ensure the required financial, procurement and administrative policies, procedures and controls are in place as approved by the BOMA Board to comply with laws, regulations and best practices applicable to BOMA.
  • Establish a culture within BOMA that emphasizes commitment to internal controls, compliance, risk management and high ethical standards.
  • Manage the coordination of risk management with all assurance providers such as external audit, compliance, and forensic functions (where applicable).

Team Development

  • Coach senior-level staff to manage and develop high performance teams and develop and implement program strategies focused on impact and results.
  • Promote accountability, communicate expectations, and provide constructive feedback informally and formally via regular one on ones and performance reviews.

As Part of The Executive Committee

  • Support organizational decision-making to reflect BOMA’s mission and values.
  • Support BOMA’s strategic planning processes and regular performance assessments with a focus on programs.
  • Drive BOMA’s effort to deliver on its annual program impact and milestone goals to support scaling.

Other Duties

  • Support the CEO, EXCOM and the Board through the process of development, adoption, operationalization, roll out and tracking of any new strategic plans.
  • Support the CEO, Board and other team members in other mission critical needs as identified and prioritized by the CEO for the growth and the benefit of the organization.

3. EDUCATIONAL REQUIREMENTS:

  • Bachelor’s Degree or equivalent in business administration, program management, social science, finance management, international development or another relevant field.
  • Master’s Degree preferred.

4. MINIMUM REQUIRED EXPERIENCE:

  • 10-15 years of strong general management experience, converting strategy into effective execution with demonstrated ability to scale program efforts.
  • Experience with global program development related topics is a plus.

5. REQUIRED COMPETENCE

  • Proven record Strategic leadership, transforming ideas and relationships into concrete high-impact outcomes and partnerships, preferably in a nonprofit setting.
  • Effective leader with proven record of coaching, mentoring, and building diverse inclusive teams.
  • Passion for BOMAs mission and servant leadership with high EQ.
  • Qualified CPA (Kenya)
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
  • Excellent leadership skills, with steadfast resolve and personal integrity
  • Understanding of advanced business planning and regulatory issues
  • Solid grasp of data analysis and performance metrics
  • Ability to diagnose problems quickly and foresee potential issues.
  • Previous experience working in Africa is strongly preferred.
  • Fluency in written and oral English is required.
