  • Bachelor’s Degree in any of the following: – Purchasing and Supply Management, Business Administration, Commerce, Logistics and Supply Chain Management or any other relevant qualification from a recognized institution
  • Experience of at least 7 years in procurement services, 2 of which should be at middle management level
  • Meets the provisions and requirements as stipulated in the SPM Act 2007.
  • Leadership course lasting not less than four (4) weeks from a recognized institution
  • Certificate in computer proficiency
  • Meets the provision of chapter six of the constitution
  • Full membership to a professional body either KISM/CIPS or both.

Job Description

  • initiate policy review on procedures, rules and regulations
  • oversee procurement activities within and submit internal reports to the Deputy Director Procurement and Contract Administration Services
  • Participate in development and preparation of specific County/Departmental procurement manuals
  • Provide guidelines on safety and security in ensuring timely disclosure of information on procurement opportunities and awarded contracts
  • Ensure cordial supplier relationships
  • Prepare budgets and work plans
  • Review of tender documents
  • Dissemination of market and financial information
  • Design of training programs for supply chain management personnel
  • Ensuring preparation of procurement plans in the County
  • Developing and reviewing performance targets and agreements
  • Participating in negotiations with suppliers of goods, works and service
