Duties and Responsibilities

Duties and responsibilities at this level will entail:

Implementing and enforcing policies, procedures, strategies, and work plans for the division;
Ensuring compliance with all basic health and safety measures for both personnel and property within the workplace;
Ensuring compliance with the statutory laws and regulations governing the environment;
Reviewing bills of quantity and drawings, proposals, and RFPs for works (building, renovations, and repairs), and overseeing implementation;
Effective management of utilities and service providers;
Supervising service providers;
Leading the development of the division work plan;
Administration of leases;
Coordinating the preparation of the budget and annual procurement plan for the division; and
Supervising and guiding employees for optimum performance.

Requirements for Appointment

For appointment to this grade, an officer must have:

Served in the grade of Principal Officer – Facility Management – TSC Grade 7 for a minimum period of three (3) years;

Five (5) years’ experience in a comparable position;
Bachelor’s Degree in any of the following fields: Quantity Surveying, Building and Construction, Land Economics, or equivalent qualification from a recognized institution;
Master’s Degree from a recognized institution is an added advantage;
Certificate in Senior Management Course or equivalent qualification lasting not less than four (4) weeks from a recognized institution;
Membership to a relevant professional body in good standing, where applicable;
A valid registration certificate from the relevant professional body;
Met the requirements of Chapter Six (6) of the Constitution; and
Demonstrated merit and ability as reflected in work performance and results.
