Job Description:

The position, WV Regional Advocacy Manager, EAR will provide strategic leadership on the implementation of the Advocacy Roadmap primarily supervising and supporting the 9 Field Offices, through influence, impact and income.  The role encompasses leading strategic planning and management, capacity building in advocacy and campaigning, external engagement, child participation, policy influencing and data analysis; and advocacy monitoring, learning and reporting.

The position is guided by WV’s Global Strategy, Our Promise, EAR Annual Guidance and National Office Strategic Plans.  Collaboration is with Regional Bodies e.g. IGAD and EAC, national governments, donors, academics and faith based institutions.

The role will support the achievement of the four Advocacy and External Engagement Outcomes namely: 

  • Child well-being and rights are advanced through child-sensitive policies, investments and services including Sustainable Development Goals (SDGs) and Citizen Voice and Action (CVA)
  • The ENOUGH Campaign to end Child Hunger and Malnutrition
  • Outcome 3: All children are prioritised through humanitarian advocacy
  • Outcome 4: Lead and Manage EAR Advocacy and External Engagement

Key Responsibilities:

Strategic Planning and Management (25%)

  • Lead, develop. implement and monitor the EAR Annual Advocacy Plans and FO Advocacy Plans on the following key priorities: Outcome 1: Child well-being and rights are advanced through child-sensitive policies, investments and services including Sustainable Development Goals (SDGs) and Citizen Voice and Action (CVA); Outcome 2: The ENOUGH Campaign to end Child Hunger and Malnutrition; Outcome 3: All children are prioritised through humanitarian advocacy
  • Represent WV in the Technical Team of the Joining Forces East and Southern Africa (JF ESAR)
  • Oversee peer to peer learning amongst FOs in EAR and with other Regions e.g. WAR and SAR

Capacity Building on Advocacy, Humanitarian Advocacy and Campaigning (Impact) (20%)

  • Guide capacity building on policy influencing, humanitarian advocacy and campaigning during Regional Advocacy Forums quarterly.
  • Oversee 9 FOs have completed the Advocacy Maturity Matrix (AMM) annually and identify advocacy capacity gaps per FO for implementation.
  • Organise Senior Executive Advocacy Training for 9 FOs SLT to be administered by the Regional Communications and Advocacy Director.
  • Advise WV EAR staff to complete Advocacy eCampus courses: ENOUGH Campaign, Citizen Voice and Action methodology and database and Advocacy Academy and Humanitarian Academy
  • Guide WV’s social media to amplify the WV’s Advocacy campaign, key dates, moments and publications – Child wellbeing and rights, ENOUGH Campaign and Humanitarian Advocacy

External Engagement (Influencing) (10%)

  • Lead in updating the RO External Engagement Plan including Tier 1 and Tier 2 stakeholders
  • Update the External Engagement tracker quarterly in collaboration with HEA, GAM, Communications, F&D and Programme Strategy and Development.
  • Manage quarterly meetings with Tier 1 and Tier 2 stakeholders’ technical teams to position WV as a thought leader especially IGAD, East African Community and Joining Forces ESAR
  • Steer strategic key moments, draft policy statements, mobilise WV participation and influence.

Child Participation (Impact) (20%)

  • Manage the implementation of the EAR Children’s Advisory Group with virtual quarterly meetings with 18 children from 9 FOs in collaboration with Child Protection.
  • Collaborate with Child Protection to map Children’s recommendations in declarations and manifestoes, analyse progress made by Governments, donors and NGOs and provide feedback and accountability.
  • Amplify children’s voices by proactively identifying key moments and dates for virtual and physical child participation at the Regional and Global levels quarterly.
  • Lead two regional events that actively include children’s views in policy debates and their outcomes.
  • Guide children in 9 FOs to holding governments accountable for delivering on services, investments and commitments locally, nationally and globally.

Policy Influencing and Data Analysis (Influence) (15%)

  • Utilise WV’s ENOUGH Campaign Playbook, Police Change Agenda for capacity building of FOs on policy change.
  • Research and analyse on 4 policy agenda issues annually develop 4 policy briefs e.g. ENOUGH, humanitarian advocacy and child rights.
  • Identify policy gaps from the FO Advocacy Maturity Matrix and develop 4 policy briefs.
  • Thought leadership – Draft policy statements to position WV as a thought leader for High Level events or dialogues.
  • Guide WV’s contribution to advocacy and policy publications with research institutions or academia
  • Utilise social media to influence decision makers
  • Support in the development and execution of strategic research and analysis agenda on emerging issues

Advocacy Monitoring, Reporting and Learning (10%)

  • Supervise the 9 FOs in collecting, reviewing and cleaning data for the Advocacy Strategic Measures.
  • Lead in monitoring and reporting on the Annual Advocacy Plan quarterly
  • Develop a regional multi-country project on advocacy, child health and nutrition to increase income with at least 4 FOs.

General

Participate in Chapel, devotions and other activities that enrich and develop mutual growth in Christ.

Knowledge, Skills and Experience:

Required Education, training, license, registration, and/or Certification:

  • Master’s degree in political science, International Relations, Public Policy, Public Administration, Development Studies or related area.

Required Professional Experience:

  • Minimum of 7-8 years of experience in advocacy, public policy, or external relations, preferably within the nonprofit sector or international development context.
  • Strong understanding of social justice issues, human rights principles, and advocacy strategies in the East Africa Region.
  • Significant experience in multi-NGO environment and in coalitions on policy issues in relation to poverty eradication, complex humanitarian emergencies and governance
  • A minimum of 6 years’ practical experience in advocacy practice and influencing policy at national and regional levels
  • Proven track record of successfully designing and implementing advocacy campaigns, including engaging with policymakers and influencing policy change.
  • Excellent communication skills, including the ability to effectively articulate complex issues and build consensus among diverse stakeholders.

Required Language(s):

Fluency in English (spoken and written)

Required travel and/or work environment accommodations:

The position requires ability and willingness to travel domestically and internationally up to 30% of the time, depending on budget availability.

Preferred Experience, Knowledge and/or other Qualifications:

  • Excellent communication skills, including the ability to effectively articulate complex issues and build consensus among diverse stakeholders.
  • Excellent communication (written and oral) and interpersonal skills, particularly in a cross-cultural environment
  • Strong planning and organizational skills and ability to prioritize multiple activities
  • Ability to influence internal and external stakeholders and represent WV, particularly with donors and partners
  • Experience managing field-level programs
  • Experience in leading campaigns
  • Excellent communication skills, including the ability to effectively articulate complex issues and build consensus among diverse stakeholders.
