Job Purpose / Summary
The Manager – Personnel & Declarant will oversee all human resource and customs declarancy functions for Polo Auto Freight Ltd. The role ensures staff efficiency, compliance with labour and customs regulations, and the timely, accurate execution of all declarations for import, export, and transit operations. The position bridges management, customs authorities, and clients to maintain smooth operational flow and adherence to company values.
Key Responsibilities
Personnel / HR Responsibilities
- Develop, implement, and enforce HR policies and procedures in line with Kenyan labour laws and company objectives.
- Oversee recruitment, onboarding, and exit processes for all staff.
- Administer performance management systems, including appraisals and training.
- Ensure compliance with statutory requirements (NSSF, SHA, PAYE, OSHA, Employment Act, etc.).
- Handle employee relations, grievances, and disciplinary cases in line with Kenyan labour law.
- Coordinate staff development, health C safety, and team-building initiatives.
- Supervise payroll and leave management systems.
- Maintain HR documentation, contracts, and staff records.
Declarant / Customs s Forwarding Responsibilities
- Act as the company’s licensed customs declarant, ensuring accuracy and compliance with KRA and other regulatory authorities.
- Prepare, verify, and submit import/export/transit declarations through the KRA iCMS and related platforms.
- Ensure correctness of all supporting documentation (invoices, bills of lading, permits, etc.).
- Liaise with KRA officers, port authorities, shipping lines, and inspection agencies.
- Keep current with customs laws, tariff changes, and import/export regulations.
- Monitor clearance timelines to avoid demurrage and penalties.
- Resolve issues with inspections, valuation disputes, or cargo holds.
- Provide regular customs and compliance reports to management.
Managerial Duties
- Lead and supervise personnel and declarant teams to achieve departmental goals.
- Develop team capacity through mentorship, training, and performance evaluation.
- Oversee departmental budgets and cost efficiency.
- Ensure compliance with company policies and internal control systems.
- Report to management on HR and declarancy performance metrics.
- Promote a culture of accountability, ethics, and continuous improvement.
Qualifications & Experience
- Bachelor’s degree in Business Administration, HR Management, Logistics, Supply Chain, or related field.
- At least 5–7 years of experience in clearing C forwarding, with 2–3 years in a supervisory or managerial role.
- Registered or licensed Customs Declarant with KRA (mandatory).
- Sound understanding of customs laws, HS codes, and import/export documentation.
- Strong knowledge of Kenyan employment laws and HR best practices.
- Excellent interpersonal, negotiation, and communication skills.
- Proficiency in MS Office and customs platforms (KRA iCMS, Simba).
- High integrity and ability to handle confidential information.
