Deputy Director Supply Chain Management – Inventory Control and Disposal Services
Job Requirement
- A Master’s Degree in any of the following fields: Purchasing and Supply Management, Logistics, Business Administration (Supply Management Option), Commerce, Entrepreneurship, Law or any other relevant qualification from a recognized institution will be added advantage.
- Bachelor’s Degree in any of the following: – Purchasing and Supply Management, Business Administration, Commerce, Logistics and Supply Chain Management or any other relevant qualification from a recognized institution.
- Must have a minimum of at least 8 years’ experience of practice in procurement field.
- Meets the provisions and requirements as stipulated in the SPM Act 2007.
- Possess a Leadership course lasting not less than four (4) weeks from a recognized institution.
- Certificate in computer proficiency
- Meets the provision of chapter six of the constitution
- Full membership to a professional body either KISM/CIPS or both.
Job Description
- Lead development of tender processes, policies and operationalization of supply chain strategies
- Ensure correct interpretation and implementation of PPADA, 2015 and its regulations
- Ensure preparation of procurement plans in the County
- Review tender documents ensuring compliance with statutory requirements
- Participate in development and preparation of procurement and Contract Administration manuals for the County
- Provide guidelines on safety and security in ensuring timely disclosure of information on procurement opportunities and awarded contracts
- Manage supplier relationships and Maintain accurate supplier information database
- Prepare and submit statutory and internal procurement reports
- Preparing budgets and work plans
- Developing and reviewing performance targets and agreements
- Participating in negotiations with suppliers of goods, works and services
- Reviewing of contract documents
- Maintaining of professional standards and practices in the procurement function
- Participating in project design and implementation
- Implement training programs for supply chain management officers
- Perform any related duties that may be assigned by the Chief Officer or Director.
