About the Role
The RME Numeracy Lead is responsible for leading the RME workstream, providing expert technical guidance, and ensuring strategic alignment across all monitoring and research activities.
RME Strategy, Leadership, and Management (approx. 50% of role)
Lead the RME team to deliver RME objectives through coordinated support from the RME workstream (including both Genesis Analytics personnel and super-specialist external consultants, where required) as well as the implementing Partners and the external Evaluation Partner
Design, manage, and coordinate the overall RME strategy, including:
- Support implementation through research and monitoring
- Assess and explain whether and how NRD implementing partners cause improvements in proportion of students achieving critical early numeracy outcomes, and
- Produce global public goods that use this information to catalyse further numeracy improvements
- Provide support and quality assurance for NRD’s monitoring and research components.
- Manage the scope and delivery of the external Evaluation Partner to ensure robust evaluation methods are used, in a cost-effective way, to collect and analyse appropriate data which assesses the causal attribution of learning outcomes to programme activities.
- Ensure M&E frameworks (evaluation matrix and monitoring networks) are designed to measure whether numeracy learning outcomes are improving in line with targets, specifically that at least 50% of students achieve proficiency on Critical Early Numeracy Outcomes
- Ensure RME activities track objectives and indicators, including attributing changes in learning outcomes to the NRD implementing partner programmes.
- Help formulate an overall NRD portfolio view that compares different implementing partners in terms of impact as compared to cost per student and current government spend per student.
- Co-develop and quality assure implementing partner research questions to investigate key questions about NRD interventions alongside local researchers and universities.
- Manage RME knowledge products, including Global Public Goods, which focus on demonstrating how to rapidly improve early grade numeracy outcomes for multiple audiences, including teachers and principals, programme developers and governments.
- Plan and organise NRD RME workshops and meetings and represent NRD and it’s findings at external engagements.
Technical support to implementing partners (approx. 50% of the role)
- Working with the Technical Panel, and coordinating with the deputy programme director and programme director:
- Provide ongoing support to implementing partners to provide critical numeracy support.
- Offer technical guidance on classroom assessment of numeracy by teachers as an integral part of the pedagogical model.
- Support the implementation of periodic system-wide formative assessment mechanisms to track classroom, school, and implementing partner progress and drive adaptive programming.
- Ensure summative assessment is effectively linked with both global standards (e.g., GPF-aligned tools like ICAN or EGMA) and relevant national assessments.
- Liaise with technical leads and Country leads to ensure implementing partners receive appropriate numeracy support not only on assessment but also in other elements of their structured pedagogy intervention.
- Guide interventions to focus on strengthening the foundational numeracy skills and a way aligned to the earliest skills and number and number sense, as outlined in the Critical Early Numeracy Outcomes (see here) for Grades 1 – 3.
- Support the use of adaptive learning methodology commerce facilitating the use of regular assessment data for pedagogical R&D (constructive scrutiny and continuous refinement).
- Contribute to the generation of Global Public Goods to support global numeracy improvements (e.g., producing how-to guides and exemplars of best practice).
Required Qualifications and Experience
- Education: At minimum, a Master’s degree but preferably a PhD in education, mathematics education, International Development, or related field.
- Experience: At least 15+ years of relevant professional experience.
- Numeracy Experience: Proven technical expertise in early grade numeracy in sub-saharan Africa, with a strong grasp of global and regional evidence on effective pedagogy and interventions.
- Programme Scale: Demonstrated experience designing, implementing, or supporting large-scale education programmes aimed at improving numeracy learning outcomes.
- Assessment Proficiency: Experience in Monitoring, Learning, and Evaluation (MLE) / Research, Monitoring, and Evaluation (RME), including expertise in (formative at the summative) to evaluate numeracy programmes.
- Government Systems: Track record of working effectively with government systems, translating evidence into policy and practice.
- Technical Leadership: Ability to provide technical guidance and quality assurance to the Technical Panel, country leads, and subgrantees, ensuring rigour and relevance across the programme.
- Collaboration: Strong facilitation and consensus-building skills, coupled with the ability to manage conflicts and foster collaborative relationships across diverse partners.
