1. Background

horizont3000 is an international Austrian development organization working on Civil Society and Human Rights, as well as Sustainable Livelihoods, including rural development and natural resources management. The East Africa Regional Office supports over 20 partner organizations in Uganda, Kenya, and Tanzania, providing co-financing, technical advisors, and knowledge management to strengthen partner capacity

Safeguarding is a core priority for horizont3000. The organization has an approved Safeguarding Policy, an International Safeguarding Coordinator, and dedicated Safeguarding Officers at the regional offices, all providing technical guidance and oversight. Building on this framework in East Africa, the SAFESYS Project aims to strengthen safeguarding systems in 4 partner organizations ( Catholic Diocese of Kayanga, Community Habitat Environmental Management Programme (CHE-MA), One World Sustainable Livelihood (OWSL), Rulenge Ngara Diocese – The Department of Human Life De-fence, Justice and Peace Section, Friends in Development (FIDE) in Tanzania through assessments, capacity building, policy development, and institutionalization of safeguarding practices.

To achieve these objectives, the project seeks to engage a qualified Safeguarding Consultant. The consultant will work closely with the Safeguarding Officer, International s Safeguarding Coordinator, and the project team to provide technical expertise, mentoring, facilitation, and documentation support, ensuring that partner organizations establish safe, inclusive, and accountable environments for children, youth, and vulnerable adults.

2. Purpose of the Consultancy

The purpose of this consultancy is to provide technical leadership and hands on support in conducting safeguarding assessments, delivering safeguarding trainings, developing safeguarding policies and systems, and supporting institutionalization of safeguarding practices among partner organizations in Tanzania.

3. Scope of Work and Key Responsibilities

The consultant will work closely with the project team and partner organizations and will be responsible for the following tasks, aligned to the annual work plan:

Quarter 1: Preparation & Safeguarding Assessments (January – March 2026)

The consultant will:

  • Support refinement and contextualization of safeguarding assessment tools for the Tanzanian context
  • Participate in online inception meetings with partner organizations
  • Lead or co-facilitate safeguarding assessments for 4 partner organizations
  • Analyze assessment findings and identify safeguarding gaps, risks, and strengths
  • Prepare clear safeguarding assessment reports and summary findings per partner
  • Support initial coordination and planning meetings with partners

Deliverables:

  • Context-adapted safeguarding assessment tools
  • Completed safeguarding assessments for 4 partners
  • Individual safeguarding assessment reports with recommendations

Quarter 2: Capacity Building & Mentorship (April – June 2026)

The consultant will:

  • Develop or contextualize a safeguarding training curriculum aligned to international and national standards
  • Deliver 6 safeguarding trainings (approximately 2 per partner organization)
  • Design and administer pre- and post-training knowledge assessments
  • Provide ongoing technical mentoring and advisory support to partners
  • Support partners to identify safeguarding focal persons and roles

Deliverables:

  • Safeguarding training curriculum and materials
  • Training reports (including attendance and assessment results)
  • Evidence of improved safeguarding knowledge and awareness

Quarter 3: Safeguarding Policy & Systems Development (July – September 2026)

The consultant will:

  • Facilitate a planning meeting to support development of a safeguarding roadmap (2027–2028)
  • Facilitate a collaborative safeguarding policy development workshop
  • Lead drafting of safeguarding policies, codes of conduct, and complaints & reporting mechanisms for each partner
  • Provide online follow-up support and technical feedback to partners
  • Ensure policies align with national laws, donor standards, and best practices

Deliverables:

  • Draft safeguarding policies per partner organization
  • Codes of conduct and complaints mechanisms
  • Safeguarding roadmaps with roles, responsibilities, and timelines

Quarter 4: Institutionalization, Learning & Documentation (October – December 2026)

The consultant will:

  • Support finalization and approval of safeguarding policies
  • Support a learning and sharing event on safeguarding assessments and systems strengthening
  • Document lessons learned, good practices, and challenges
  • Contribute to final project reporting and reflection processes

Deliverables:

  • Final approved safeguarding policies
  • Learning and sharing event report
  • Lessons learned and best practices documentation
  • Final consultancy report

4. Expected Outputs Summary

  • Safeguarding assessments completed for 4 partner organizations
  • Safeguarding trainings delivered with measurable knowledge improvement
  • Safeguarding policies, codes of conduct, and complaints mechanisms developed and approved
  • Strengthened and institutionalized safeguarding systems within partner organizations
  • Comprehensive documentation of learning and best practices

5. Reporting & Coordination

  • The consultant will report to the Project Manager / Safeguarding Lead
  • Regular coordination meetings will be held with the project team
  • All deliverables will be submitted in English (with localized materials where required)

6. Required Qualifications & Experience

  • The consultant should meet the following criteria:
  • Essential Qualifications
  • Advanced degree in Social Work, Development Studies, Gender Studies, Human Rights, Child Protection, or related field

Experience

  • Minimum 7 years’ experience in safeguarding, child protection, GBV prevention, or related fields
  • Proven experience conducting organizational safeguarding assessments
  • Demonstrated experience in developing safeguarding policies and systems
  • Strong facilitation and adult learning skills
  • Experience working with NGOs, CSOs, and community-based organizations
  • Knowledge of Tanzanian safeguarding, child protection, and labor laws
  • Experience working with international safeguarding standards (e.g., CHS, Keeping Children Safe, donor safeguarding requirements)

Desirable

  • Experience working across East Africa
  • Experience mentoring safeguarding focal persons
  • Strong analytical and report-writing skills
  • Fluent in Kiswahili and the Tanzania culture.

7. Duration & Level of Effort

  • Consultancy period: March – December 2026
  • Level of effort: Part-time, with intensive inputs during assessment, training, and policy development phases
  • Travel within Tanzania may be required (as per project budget)

The consultant must:

  • Adhere to strict confidentiality and data protection principles
  • Follow survivor-centered and do-no-harm approaches
  • Sign and comply with the organization’s Safeguarding Policy and Code of Conduct
