Detailed Description
An officer at this level will work under the guidance of the Director General. Duties and responsibilities shall entail: –
- Provide advisory services to Management and the Board on Competition Management, universal service obligations, and consumer protection matters.
- Offer strategic guidance in the development and enforcement of competition policies, regulations, and market intervention mechanisms.
- Provide direction in the formulation and implementation of the Authority’s service delivery improvement strategies and initiatives.
- Oversee the management of competition in the ICT sector, ensuring fair, efficient, and competitive markets.
- Guide the development and application of economic regulatory strategies and mechanisms.
- Oversee relevant market assessments and interventions to address market failures.
- Supervise the preparation of statistical reports relating to market performance, competition indicators, and sector trends.
- Provide oversight in the development, review, and implementation of policies, regulatory and legal frameworks governing competition.
- Oversee the development of pricing policies, frameworks, and mechanisms to enhance affordability of communication services.
- Ensure efficient access to and use of communications services and systems across the sector.
- Ensure availability and affordability of communication services for persons with disabilities.
- Coordinate the development and implementation of consumer protection policies, regulations, guidelines, and mechanisms.
- Provide leadership on consumer education, outreach, and empowerment initiatives.
- Oversee the development, design, and delivery of consumer education and outreach programs.
- Guide the development and dissemination of consumer education materials and content to stakeholders and partners.
- Ensure demonstration of return on investment for consumer protection and public education campaigns.
- Make recommendations for effective consumer and public complaint handling, redress, and dispute resolution mechanisms.
- Provide leadership on policy advocacy initiatives relating to competition management and consumer protection.
- Provide strategic leadership in managing the Authority’s corporate reputation through effective communication with internal and external stakeholders, including meaningful engagement with key partners. The role also ensures the Authority is effectively represented in regional and international ICT policy forums to advance and safeguard national interests.
- Offer strategic direction on communication initiatives that enhance consumer protection, promote public awareness, and strengthen stakeholder engagement.
Job Requirements
For appointment to this grade a candidate must have the following: –
- Bachelor’s Degree in any of the following: Applied and Physical Sciences, Humanities and Social Sciences, Business related fields, or equivalent qualification from a recognized institution,
- Master’s Degree in any of the following: Applied and Physical Sciences, Humanities and Social Sciences, Business related fields, or equivalent qualification from a recognized institution,
- Attained at least fifteen (15) years’ relevant work experience, five (5) of which should have been in a management position or in comparable position,
- Membership to a relevant professional body and in good standing
- Valid practicing license where applicable,
- Certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution,
- Proficiency in computer applications,
- Demonstrated managerial, administrative, and professional competence in work performance and results,
- Exhibited a thorough understanding of national goals, policies, objectives and ability to relate them to Communication Authority’s mandate.

The Authority offers a competitive package in line with its Human Resource Policies and Procedures Manual and other prevailing government Guidelines.

- Dully filled and stamped Self-Declaration/Clearance from the Ethics and Anti-Corruption Commission (EACC). The Self-Declaration form should indicate the position being applied for. v. Valid Clearance Certificate from an approved Credit Reference Bureau (CRB).
