The Assistant Director, Supply Chain Management, KEWI 4 reports to the Director/CEO.
Duties and responsibilities at this level will entail: –
- Coordinating the development, implementation and review of internal supply chain management policies, strategies, guidelines, standards and procedures;
- Interpreting and enforcing the provisions of Public Procurement and Asset Disposal Act, 2015 and other Regulations;
- Spearheading the development and implementation of procurement and disposal plans;
- Ensuring the security and proper preservation of goods, equipment and stores;
- Coordinating the procurement of goods, services and works and disposal of assets in accordance with the Public Procurement and Assets Disposals Act, 2015;
- Evaluating and monitoring the performance of suppliers of goods, equipment, works and services;
- Monitoring supply chain management contracts in the Centre;
- Overseeing the development of terms of contracts and tenders for procurement of equipment, materials, services, works and asset disposal;
- Safe guarding inventory of procured equipment, services, vehicles and any other related machinery, goods and works;
- Spearheading market surveys to ascertain value for money for all procurement of goods, services and works;
- Overseeing the sourcing of external suppliers and service providers;
- Facilitating market surveys; and
- Ensuring submission of quarterly reports to the National Treasury and Public Procurement Regulatory Authority (PPRA).

Person Specification
For appointment to this grade, an officer must have: –
- Served for a cumulative period of twelve (12) years relevant work experience, three (3) of which should have been at the grade of Principal Supply Chain Management Officer or in a comparable position;
- Bachelors’ degree in any of the following disciplines: – Supply Chain Management and Logistics, Purchasing and Supplies Management, Procurement and Supplies Chain Management, Procurement, Commerce (Supplies Management Option), Business Administration (Supplies Management option) or equivalent qualification from a recognized institution;
- Masters’ degree in any of the following disciplines: – Supply Chain Management,
- Logistics and Supply Chain Management, Procurement, Business Administration (Supplies Chain Management Option), Commerce (Supply Chain Management Option) or equivalent qualification from a recognized institution;
- Leadership course certificate lasting nor less than four (4) weeks from a recognised institution;
- Membership to Kenya Institute of Supplies Management (KISM) or relevant professional body;
- A valid practising certificate;
- Proficiency in computer applications; and
- Shown merit and ability reflected in work performance and results.

- Clearance from the Ethics and Anti – Corruption Commission;
- Certificate of Compliance from the Higher Education Loans Board (HELB);
- Kenya Revenue Authority (KRA) Tax Compliance Clearance; and
- Certificate of Clearance from the Credit Reference Bureau (CRB).
