Duties and Responsibilities
Strategic Leadership & Programme Management
- Lead the overall planning, coordination, implementation, and monitoring of the trade facilitation programme.
- Provide strategic direction to ensure alignment with national, regional, and international trade objectives.
- Manage programme resources, budgets, work plans, and performance frameworks.
- Oversee risk management and ensure programme compliance with internal policies and donor requirements.

Technical Oversight
- Guide the identification, analysis, and removal of NTBs affecting cross-border trade.
- Support development and implementation of trade facilitation reforms and policy recommendations.
- Lead technical assessments, research, and analysis related to trade policy, customs procedures, and cross-border regulatory frameworks.
- Promote adoption of digital and innovative solutions to streamline trade processes.
Stakeholder Engagement
- Build and maintain strong relationships with government agencies, regional economic communities, private sector stakeholders, and development partners.
- Facilitate coordination platforms, dialogue sessions, and capacity-building initiatives on trade facilitation.
- Represent the programme in high-level meetings, conferences, and policy discussions.
Capacity Strengthening
- Oversee development and delivery of training, technical assistance, and institutional strengthening activities.
- Support partner institutions in improving operational efficiency, regulatory compliance, and trade facilitation systems.
Monitoring, Evaluation, and Reporting
- Ensure robust monitoring and evaluation of programme outcomes and impacts.
- Prepare high-quality progress reports, policy briefs, and knowledge products.
- Document best practices and lessons learned to inform future programming.
Key Requirement Skills And Qualification
- MBA in Development Studies, Economics, Computer Science, International Trade, or a closely related field.
- Minimum of 8–10 years of progressive experience in trade facilitation, economic development, customs reform, or international trade.
- Demonstrated experience leading multi-country or large-scale development programmes.
- Strong understanding of cross-border trade systems, NTBs, regional integration, and trade policy frameworks (especially within Africa).
- Proven track record working with governments, private sector, and regional bodies.
- Experience managing multidisciplinary teams and complex projects.
